The portrait of the 1st Earl of Bandon was executed by the leading English miniatureist Richard Cosway, who was the foremost portrait miniaturist of his day and was particularly associated with the extravagant Prince Regent (then the Prince of Wales and later George IV). His drawings and miniatures are rightly much prized.

The miniature is likely to have been painted in the middle of the 1780s at the time of his marriage to Catherine Henrietta - only daughter of Richard 2nd Earl of Shannon and his wife Catheirne Ponsonby

Francis was the only son of James Bernard, Esq. M.P for the County of Corke. He was the only son and heir though he had five sisters. The family seat is Castle Bernard. He was elevated to the peerage of Ireland as Baron Bandon in 1793, Vicsount Bandon in 1795 and in 1800 Viscount Bernard and Earl of Bandon. In 1784 he married Catherine Henrietta by whom had James (2nd Earl) five other sons and three daughters.
